Instead of being a strategic force, I find that most HR Departments are tactical; focused on compliance with the various labor laws and regulations and making sure the paperwork is all in order.
And more often than not, the HR Departments I have encountered share why something can’t be done rather than working to co-develop a plan for how it can be done.
This gives me cause for pause.
