David Thompson, President of Quality Program Improvements, Inc., is a retired Army Officer and DoD Consultant.  He has over 32 years of experience in supporting the Department of Defense, Veteran’s Administration, and the civilian sector.  David is a highly innovative, energetic, and creative problem solver, facilitator, and trainer.  He is an Operational Excellence mentor, Lean Six Sigma Master Black Belt, Knowledge Manager, Defense Finance (POM) Expert, Program Manager, Business Development Manager, and an Acquisition Professional.

David believes that the core elements of any business are People, Processes, and Technology.  People are the key stakeholders to the success of any Process Improvement endeavor, and Technology is the facilitator. Most of the challenges facing organizations involve communications and buy-in.  David is an expert in developing communication strategies, cross-functional and cross-organizational transformation, as well as building successful, synergistic teams.  He has strong leadership skills as well as the experience to identify team needs, organizational challenges and opportunities for improvement. David’s philosophy is that finding the best approach should make jobs easier and more enjoyable while optimizing effectiveness and efficiency. He believes in getting this done expeditiously and achieving sustainable results.

David’s unique background includes extensive and varied experience with the Active and Reserve Components of the Army. He has functioned as the Knowledge Manager for the Department of the Army Staff, Secretary of the Army, Army Chief of Staff, and the Army G4 & G3/5/7.  David has Budgeting and Forecasting experience with the Army’s OPTEMPO program ($750M) which has provided him with unique insight into Executive and Legislative Operations. David also designed, developed and deployed the Enterprise Management Decision Support and a Force Structure Modeling Algorithm for the Army G3/5/7. He has leveraged his understanding of Government Budgeting and Army Procurement to facilitate project based learning workshops across the DoD. During the course of both his Army and his Civilian Career, David has managed countless programs, gained an indepth knowledge and understanding of the FAR; as well as, provided countless organizations with both Acquistion and Logistics Support.

David is the co-founder and President of Quality Program Improvements Inc., a Service-Disabled Veteran-Owned Small Business.  Our philosophy is that the key to effective implementation of change is to “bite-size or right-size” projects to enable Quick-Wins and maintain momentum. QPI has completed over 350 projects for various clients across the globe.  Our goal is to provide clients with “Strategic Solutions that Complete the Picture.”
